The Copyright Overseas Promotion Association (COA) and Japan’s Content Overseas Distribution Association (CODA) jointly hosted the “2025 COA-CODA Workshop and Exchange Program” in Tokyo, Japan, on September 17, 2025. This collaborative event aimed to confront the growing challenge of illegal online content distribution and to strengthen the cooperative network between rights holders in both countries.
Since 2023, COA and CODA have actively promoted bilateral exchanges to address overseas copyright infringement. This year’s meeting marked a continuation of that partnership, bringing together major content rights holders, member companies, and officials from both organizations. Attendees shared updates on infringement trends and engaged in focused discussions on joint countermeasures.

Key topics included:
● Recent overseas infringement cases and genre-specific responses
● The necessity of Korea-Japan copyright owner collaboration
● Sustainable strategies for long-term joint action
Participants reached a consensus on the urgency of proactive measures to address evolving global challenges, such as illegal distribution, streaming-based violations, and emerging issues in AI-driven content environments.
Looking beyond short-term fixes, COA and CODA committed to developing a mid- to long-term cooperative strategy. Plans include establishing regular communication channels, hosting joint workshops and seminars, and expanding collaboration among rights holders in both countries. The meeting also featured in-depth discussions on coordinated responses in regions with high levels of infringement affecting both Korean and Japanese content.

A COA official remarked, “This exchange meeting is especially meaningful as it brought together Korean and Japanese rights holders to explore practical cooperation in combating overseas copyright infringement. We will continue working closely with CODA to reinforce our joint response system for international copyright protection.”
COA is currently collaborating with CODA to directly address severe infringement on a major global piracy website. The organization plans to expand its international network to enhance its enforcement capabilities and safeguard the legal rights of content creators and owners.
