The Copyright Overseas Promotion Association (COA) participated as a panel speaker at the ACE/MPA APAC Anti-Piracy Summit held on July 18, 2025, at the Grand Salon, 2F, Grand Hyatt Singapore, upon invitation from the global private copyright protection organization Alliance for Creativity and Entertainment (ACE). Co-hosted by the Motion Picture Association (MPA) and ACE, the summit brought together copyright experts from around the world—including INTERPOL, the U.S. Department of Homeland Security, law enforcement agencies from Singapore, and global media companies such as TikTok. Participants shared best practices and enforcement case studies related to copyright infringement across various content genres including video, webtoons, and web novels, while also discussing strategies for international cooperation and future anti-piracy initiatives.

During the program’s Session 5: "Beyond Film and TV – Anti-piracy Strategies Across Different Types of Media," COA served as a panelist, presenting key findings and case studies focused on copyright infringement issues specific to the webtoon genre, including unique characteristics and successful protective measures.

Highlights of COA’s presentation included:
● Characteristics and patterns of copyright infringement in the webtoon genre;
● Achievements in cooperation between public and private sectors during overseas enforcement efforts;
● Progress in international site-blocking initiatives jointly pursued with MPA;
● Reactions of users of illegal sites to enforcement actions in Brazil and key insights drawn from the local response.
Itae Choi,the Executive Director of COA, underscored the importance of public education for all users—both legal and illegal—referencing feedback from Brazil-based users who questioned enforcement actions in the absence of official platforms:
“There’s no legitimate platform to access webtoons here, and there are far worse crimes occurring—so why are users like us being targeted?”
He emphasized the urgent need to raise awareness around the value of legitimate content consumption and stated:
“We strongly resonate with the ‘3C’ strategy proposed by ACE—Collaboration, Cooperation, and Communication—and believe that robust partnerships among government agencies and private entities are essential in creating an environment of effective copyright protection.”
