[News] COA Highlights Inter-Agency Cooperation at WIPO-MCST-IPOPHL Copyright Enforcement Symposium

The Copyright Overseas promotion Association (COA) participated as a speaker at the WIPO-MCST-IPOPHL International Symposium on Copyright Enforcement, held in Manila, Philippines, from June 23 to 27, 2025, at the invitation of the World Intellectual Property Organization (WIPO). 


Jointly hosted by WIPO, the Ministry of Culture, Sports and Tourism of the Republic of Korea (MCST), and the Intellectual Property Office of the Philippines (IPOPHL), the symposium gathered copyright experts from ten countries—Korea, Nigeria, South Africa, Malaysia, Vietnam, the United Arab Emirates, Egypt, Thailand, Türkiye, and the Philippines—to share national case studies, policies, and recent legal precedents, while exploring effective copyright protection strategies in a rapidly evolving technological landscape.

 

Presentation on “Copyright Enforcement Coordination: Inter-Agency Cooperation” attended by copyright experts from 10 countries


At this symposium, the COA delivered a presentation under the theme “Topic 30: Copyright Enforcement Coordination—Inter-Agency Cooperation,” introducing Korea’s public-private partnership initiatives and key success stories in copyright protection to WIPO officials, Philippine government representatives, and international experts.

Highlights from COA’s presentation included:

● The respective roles of the public and private sectors in enforcement and potential areas for collaboration;

● Results of COA’s copyright enforcement efforts in 2024 and the importance of government support;

● International cooperative achievements such as site-blocking measures with the U.S. Motion Picture Association (MPA), and direct response efforts with Japan’s Content Overseas Distribution Association (CODA);

● Outcomes from public-private efforts, including Operation Anime conducted in partnership with Brazil’s Ministry of Justice as part of Operation 404.


Itae Choi, Executive Director of COA, emphasized the importance of public-private and inter-agency cooperation in ensuring robust copyright protection, drawing on these successful cases.
